Linking SHGs with Banks

SHG – Bank linkage began on a pilot basis in 1992 to link 500 SHGs. MYRADA played a pioneering role in collaboration with NABARD to facilitate linking SHGs with Banks for loans. In 1996, the SHG – Bank linkage was expanded to other parts of India. Today there are more than 2 million SHG bank linked. For More Details visit www.nabard.org. In addition to commercial banks and RRBs, several other financial institutions are also linking with SHGs.
In states like Andhra Pradesh, which has been the lead state in linkage banking, piloting of linking of SHG federations with the banks is also being tried out. Banks and other financial institutions are providing bulk loans to the SHG federations / MACS for on-lending to the member SHGs or for undertaking collective activities. SHG federations at higher levels are performing the functions of a community owned financial institution (COFI).

Capacity building (CB) is very important for promoting sustainable SHGs and SHG federations. Capacity building would include training of trainers, training, on-the-job support, handholding, mentoring, training modules, communication material, exposure visits, accounting book keeping systems, MIS, etc. This forum includes discussions on various aspects of capacity building. The forum could also be used for sharing and learning based on the experience. We invite the practitioners, researchers, academicians, policy makers and others to share their experience on this forum.

The SHGs are engaged in savings & credit activities. SHG Bank linkage has helped SHGs to gain access to adequate loan funds. However, for the members of the SHGs to come out of poverty, they must be engaged in sustainable livelihoods. This forum is specifically designed to capture experiences and comments on how to implement livelihood promotional activities through SHGs and SHG federations.

For SHGs and SHG federations to become sustainable, there is a need to establish standards through a participatory process. The members of the SHGs and federations need to be trained in understanding the standards to complying with those. There is also a need for appropriate reporting system for the SHGs and/or their promoters to report as per the standards. To assess the performance of SHGs and SHG federations, there are a variety of self assessment and rating tools. This discussion will focus on rating tools used for SHGs and SHG federations. NABARD developed Critical Rating Index for SHGs with the help of APMAS. To assess SHG federations, APMAS has developed GRADES rating tool.

To sustain informal SHGs, several Self-Help Promoting Institutions (SHPIs) are promoting SHG federations. Some federations are performing financial intermediation role while others are performing the role of social intermediaries. The SHGs are now focusing on building their federations to address problems, access resources and play a more vital role in advocacy. This discussion contains postings on diverse facts of federation formation, registration, board, legal compliances etc.
